The term "Cement Shoes" is based on the method of execution which involves encasing the victims feet together in concrete or brick and then throwing them in deep water so due to the immense weight of the concrete that traps their feet, the victim becomes so heavy that swimming to safety is impossible and they end up drowning to death.
